National Violence Committee


On the 24th October 1995 the Board of Administration of the Cyprus Sport Organisation decided to set up the National Committee for the Violence with a view to implementing the conventions of the Council of Europe, which provided that measures should be taken to depress violence on the sport grounds.

The committee was chaired by the President of the Cyprus Sport Organisation and initially composed of members of the Board of Administration and the Director General of the Cyprus Sport Organisation, the Police, the Cyprus Football Federation, the Cyprus Association of the Referees, the Pan Cyprian Association of the Football Players, the Association of the Coaches and the Cyprus Union of the Sport Editors.

In September 2000 it fixed again its objectives and brought about the framework to play the role of co-ordinator among all the involved parties with a view to limiting violence and isolating the hooligans. The Committee is fully backed by the Board of Administration of the Cyprus Sport Organisation. Now representatives from the Cyprus Basketball Federation and the fields strengthen its composition.

However, what is left to achieve is its legal recognition for a more efficient functioning, which should be main objective for the Supreme Sport Authority.

The Committee seeks mainly to implement the Conventions 1/ 93 and 1/ 94 of the Council of Europe.

These conventions refer to specific measures, which each vehicle should take so that the matches in both open and closed grounds may take place smoothly and in full security conditions for the players and the spectators.

The competent vehicles have already been deliberating to adopt the necessary measures and it is estimated that before the new competitive period starts each vehicle will be aware of the measures, which should obligingly be implemented prior to and during a match.

The Committee has at the same time focused on the following points:

  1. Installing a closed video circuit to watch the spectators. (Yet, such systems function in the Makarios stadium, the Tsirio stadium and the Antonis Papadopoulos one and it is expected that soon such systems will be placed in the new Pan Cyprian Gymnastic Club - GSP too.
  2. Introduction of an electronic system for issuing tickets with which each spectator might have a specific place.
  3. Introduction of the institution of stewards. These stewards should be recruited from the clubs themselves; they should have no criminal record and specific qualities. They should be trained so as to be able to accomplish their duties in the Police Academy and act under a special regime that of the special police officer on the specific ground. The Cyprus Sport Organisation should remunerate them.

    With putting in practice this institution, a gradual fall in the number of policemen needed for policing the grounds should occur and at the same time it will be prove less financial burden for the Organisation's fund; the execution of some necessary infrastructure works to cope with violence should be carried out easily. `
  4. Bringing about the prerequisites for dividing the spectators between those in and those outside the stadia.
  5. Bringing about conditions of security and control of the public in relation to the designing and construction of the sport facilities and plants.
  6. Forbidding the consumption of spirits and alcohol.
  7. Forbidding the consumption of drinks and food in danger package
  8. Forbidding the spectators carrying with them in the stadium objects, which should be used for violent actions.

    Besides, particular attention has been given to the preventive measures, which are taken by the Police, the owners of the grounds and the clubs themselves prior, during and after the matches of high risk. This is the reason why members of the committee visit on the spot the grounds for competitive sports and watch the way these measures are implemented; they may proceed to putting forward relevant suggestions. Members of the Committee participate in meetings held on a weekly basis in the district police quarters.

According to the National Committee for the Violence the fact of the remaining agents co-operating could contribute to achieving its objective of limiting the incidents of bad behaviour for the spectators' part. We undoubtedly cannot do away with the phenomenon of violence in our grounds using a magic recipe but both the Cyprus Sport Organisation and the National Committee for the Violence appear at the same time strongly determined to fight constantly against it with respect to the human rights and take all the necessary measures, which create the prerequisites of a safe follow-up so that all may enjoy our sport events.
